Charity brings a unique set of leadership skills with over 30 years’ experience as a successful entrepreneur, a mother and a Psychotherapist. She is a systems analyst, strategist, highly proficient at Organizational Psychology and logistics. She enjoys creating optimally functioning systems and instills strong family and community values coupled with a strong work ethic.
She has selected a strong team of industry experts that help maintain the organizations mission of “providing highly skilled traffic control experts to produce safe and professional work zones, specializing in utility construction builds.”

Brice Hughes is a seasoned professional and the Director of Field Operations at WBE Traffic Control Inc., where he holds a pivotal role as one of the founding employees since 2019. With an impressive five-year tenure with the company, Brice brings 25 years of expertise in the field of traffic control to his current position. Throughout his career, Brice has cultivated a wealth of experience in various aspects of traffic management, showcasing his proficiency in flagging, lane closures, detours, and overseeing large-scale operations. He has worked on numerous Federal Highway projects such as the with the National Park Service and with many CalTrans projects. As a business owner himself, Brice has honed not only his technical skills in traffic control but also his entrepreneurial acumen, navigating the intricacies of owning and operating a successful venture for nine years. His firsthand experience has left him with a deep understanding of the challenges and rewards associated with running a business.
Brice's commitment to excellence is reflected in his longstanding membership in the Laborers Union Local 185, where he has been an integral part for 24 years. He has been a certified Traffic Control Supervisor since 2004 through ATTSA, a Certified Flagger Instructor through ATSSA in 2020, has OSHA 30 & 10 certifications, Work Zone Safety trained, and has his C-31 State License-Construction Zone Traffic Control Contractor.

As a former Squad Leader in the US Army Military Police Corps, Jesse honed his skills in maintaining order and ensuring the safety of others.
Transitioning to the civilian world, Jesse embarked on a fulfilling career path in traffic control, where he has accumulated many years of hands-on experience. Beginning as a dedicated traffic controller, he swiftly advanced through the ranks, assuming roles of increasing responsibility.
With time and dedication, he ascended to the position of Safety Director, entrusted with overseeing comprehensive safety measures and protocols. In this capacity, he led teams in safeguarding personnel, ensuring compliance with regulatory standards, and mitigating potential risks.
Jesse’s journey from military service to civilian leadership has equipped him with a unique blend of discipline, adaptability, and strategic thinking. He is deeply committed to leveraging his expertise to foster safe and secure environments, both in the workplace and the community.
Jesse is driven by a steadfast determination to continue making a positive impact, drawing upon his military background and civilian experience to uphold the highest standards of safety and professionalism.

Brandon Wilson is the Vallejo Area Manager at WBE. He has been with the company since 2019. His favorite part of this job is helping our employees with all traffic control needs to provide a safe and efficient service to our customers. Brandon has over 11 years experience in the traffic field dealing with multiple situations which makes it easier to determine what is required to get all set ups done safely. Brandon is also a Traffic 101 trainer at WBE.
John Salser

With a career rooted in the Laborers since 2008, John has amassed a wealth of experience and expertise, particularly in traffic control where he served as a supervisor for over 10 years. Having undergone the Labor’s apprenticeship program, John worked on major projects throughout the US, cultivating an in-depth understanding of the Union apprenticeship and agreements. Certified in Flagging, OSHA 10, and Traffic Control, John's commitment to excellence is evident in his graduation from the apprenticeship program and completion of Leadership 1 and 2 with LIUNA, as well as Apprenticeship 1, 2, & 3 with LIUNA Apprenticeship. A dedicated Union member for 15 years, John spent 6 years working for LIUNA, where he served as the Apprenticeship Coordinator in Northern California, covering 20 counties. He then advanced to become a Business Representative, collaborating with employers and elected officials to initiate projects and advocate for workers' rights. In his role as the Sacramento Area Manager for WBE Traffic Control, John Salser brings an invaluable blend of skills, experience, and dedication to the team.

Bringing a wealth of experience to his role, Chad has spent almost a decade specializing in Public Utility Construction and Management, has 8 years of experience in Asset Protection, Background Investigation, and Risk Mitigation, and 7 years of experience IT Network Operation which included aspects of IT Security. His journey in the traffic control field has been marked by a steadfast dedication to implementing and optimizing safety protocols. His multifaceted background equips him with a holistic understanding of safety, project management, and the technological landscape. Through his strategic approach, Chad has played a pivotal role in fostering a safety-first culture within WBE Traffic Control Inc.

Rita Reyes-Small has been with WBE Traffic Control for five years, beginning in 2019. She brings a valuable multi-faceted professional skill set and has worn many hard hats during her time here.
Rita started as the Operations and Safety Manager but as WBE has grown and evolved, Rita’s focus and passion to keep her teammates safe in all aspects has become evident and thus she was promoted to WBE's Safety Director. A couple years later, Rita found her niche and was promoted again to WBE’s Director of Compliance. Rita is a great hands-on trainer and loves going out into the field to train employees personally. She has a real passion for furthering her education, which is evident as she has taken the initiative to receive 34 certifications in OSHA training and compliance courses.

Having relocated to Vallejo in 2019, Mia leverages over 15 years of expertise in administrative support services, including human resources and financial management. Prior to joining WBE, she worked for the City of Vallejo for two years, gaining valuable insights into the community. Mia is a poised and adaptable problem solver, showcasing an analytical and detail-oriented approach as she expertly juggles multiple tasks and manages responsibilities beyond the ordinary. Her love for working with people and being of service is evident in her seamless integration into the Vallejo office, where her dedication contributes to enhanced efficiency, quality, and overall success at WBE.

Toni joined WBE Traffic Controls in 2022. With over 8 years of accounting experience in the public and construction industry, Toni understands the importance of providing accurate, reliable and relevant financial information for the growth of a company. Prior to construction industry, Toni worked in public accounting where she specialized in the rules and regulations for taxes and audits. Toni has also worked on the operations side of companies and believes that allowing for more reciprocity between accounting and operations can improve efficiency of processes, increase profitability, and strengthen team culture.
With her collaborative nature, problem-solving abilities, and communication skills, she ensures that all accounting procedures are developed, maintained and understood by all. And with her personable attitude, she hopes to also bring some fun and excitement to all the numbers.

Her work in payroll means she gets to work with everyone, and the team has a great family atmosphere. Her favorite part of working in the accounting department is celebrating the upgraded dispatches that come in, and the constant change with growth. She is always looking ahead to be the best in the field.
