Charity founded WBE on December 24th, 2018. She is a proud and dedicated mother of five adult children, an entrepreneur and a Psychotherapist.
Charity brings a unique set of leadership skills with over 30 years’ experience as a successful entrepreneur, a mother and a Psychotherapist. She is a systems analyst expert and highly proficient at Organizational Psychology and logistics. She enjoys creating optimally functioning systems and instills strong family and community values coupled with a strong work ethic.
While building WBE Traffic Control, Charity utilizes the expertise of her Director of Operations, Brice Hughes and husband Aaron Barnhart who hold a combined 60 years of utility and traffic control industry experience and serve as consultants on the industry's best practices. She has selected a strong team of industry experts that help maintain the organizations mission of “providing highly skilled traffic control experts to produce safe and professional work zones, specializing in utility construction builds.”
Aaron Barnhart joined the WBE team in 2019. Aaron brings 20+ years’ experience of utility construction and the integration of traffic control into construction zones.
Aaron serves as WBE’s Director of Business Development and Business Consultant, identifying market trends and targeted areas of growth to help expand WBE’s customer base.
As a Business Consultant with extensive knowledge in utility construction Aaron provides a unique perspective from the customers point of view to help provide the best possible customer experience. He is also a great resource to help with complex or long-term projects and programmatic bid opportunities.
Director of Operations & Business Development
Brice Hughes is a seasoned professional and the Director of Field Operations at WBE Traffic Control Inc., where he holds a pivotal role as one of the founding employees since 2019. With an impressive five-year tenure with the company, Brice brings 25 years of expertise in the field of traffic control to his current position. Throughout his career, Brice has cultivated a wealth of experience in various aspects of traffic management, showcasing his proficiency in flagging, lane closures, detours, and overseeing large-scale operations. He has worked on numerous Federal Highway projects such as the with the National Park Service and with many CalTrans projects. As a business owner himself, Brice has honed not only his technical skills in traffic control but also his entrepreneurial acumen, navigating the intricacies of owning and operating a successful venture for nine years. His firsthand experience has left him with a deep understanding of the challenges and rewards associated with running a business.
Brice's commitment to excellence is reflected in his longstanding membership in the Laborers Union Local 185, where he has been an integral part for 24 years. He has been a certified Traffic Control Supervisor since 2004 through ATTSA, a Certified Flagger Instructor through ATSSA in 2020, has OSHA 30 & 10 certifications, Work Zone Safety trained, and has his C-31 State License-Construction Zone Traffic Control Contractor.

Director of Safety
Chad Warner is a dedicated safety professional and serves as the Director of Safety at WBE Traffic Control Inc. With an unwavering commitment to creating and maintaining a secure work environment, Chad plays a crucial role in ensuring the safety of both employees and the public in all facets of the company's operations.
Bringing a wealth of experience to his role, Chad has spent almost a decade specializing in Public Utility Construction and Management, has 8 years of experience in Asset Protection, Background Investigation, and Risk Mitigation, and 7 years of experience IT Network Operation which included aspects of IT Security. His journey in the traffic control field has been marked by a steadfast dedication to implementing and optimizing safety protocols. His multifaceted background equips him with a holistic understanding of safety, project management, and the technological landscape. Through his strategic approach, Chad has played a pivotal role in fostering a safety-first culture within WBE Traffic Control Inc.
Director of Compliance
Rita Reyes-Small has been with WBE Traffic Control for five years, beginning in 2019. She brings a valuable multi-faceted professional skill set and has worn many hard hats during her time here.
Rita started as the Operations and Safety Manager but as WBE has grown and evolved, Rita’s focus and passion to keep her teammates safe in all aspects has become evident and thus she was promoted to WBE's Safety Director. A couple years later, Rita found her niche and was promoted again to WBE’s Director of Compliance. Rita is a great hands-on trainer and loves going out into the field to train employees personally. She has a real passion for furthering her education, which is evident as she has taken the initiative to receive 34 certifications in OSHA training and compliance courses.
Greg serves as an Inspector at WBE Traffic Control Inc., having joined the company in 2019 as one of the founding employees. With a robust career spanning five years within the organization and a total of 17 years in the field of traffic control, Greg brings a wealth of experience to his role. As a certified Traffic Control Supervisor and possessing an OSHA 30 certification, he ensures the highest standards of safety and compliance in every project. Greg's extensive expertise, coupled with his dedication to excellence, makes him an indispensable asset to WBE team. His role as both a supervisor and inspector underscore his commitment to maintaining the integrity and efficiency of traffic control operations.
Sacramento Area Manager
With a career rooted in the Laborers since 2008, John has amassed a wealth of experience and expertise, particularly in traffic control where he served as a supervisor for over 10 years. Having undergone the Labor’s apprenticeship program, John worked on major projects throughout the US, cultivating an in-depth understanding of the Union apprenticeship and agreements. Certified in Flagging, OSHA 10, and Traffic Control, John's commitment to excellence is evident in his graduation from the apprenticeship program and completion of Leadership 1 and 2 with LIUNA, as well as Apprenticeship 1, 2, & 3 with LIUNA Apprenticeship. A dedicated Union member for 15 years, John spent 6 years working for LIUNA, where he served as the Apprenticeship Coordinator in Northern California, covering 20 counties. He then advanced to become a Business Representative, collaborating with employers and elected officials to initiate projects and advocate for workers' rights. In his role as the Sacramento Area Manager for WBE Traffic Control, John Salser brings an invaluable blend of skills, experience, and dedication to the team.
Sacramento Operations Administrator
Sarah Dean has been providing administrative support to WBE Sacramento yard since 2021. She is a native of Sacramento and has over 10+ years of administrative experience.
As Office Administrator, Sarah is responsible for managing employee timecards, maintain calendar for field employees, being a Liaison between field employees and corporate departments (Human Resources, Payroll, Safety, Invoicing, Fleet, Accounting), and much more.
Sarah loves the connection that she has with both the management team and the field employees. In her position she is a friendly face to field employees that bridges the gap between the field and the office.
Vallejo Area Manager
Brandon Wilson is the Vallejo Area Manager at WBE. He has been with the company since 2019. His favorite part of this job is helping our employees with all traffic control needs to provide a safe and efficient service to our customers. Brandon has over 11 years experience in the traffic field dealing with multiple situations which makes it easier to determine what is required to get all set ups done safely. Brandon is also a Traffic 101 trainer at WBE.
Vallejo Operations Administrator
New to the WBE team, Mia Carrasco has recently taken on the role of Vallejo Operations Administrator, bringing with her a wealth of administrative experience. Having relocated to Vallejo in 2019, Mia leverages over 15 years of expertise in administrative support services, including human resources and financial management. Prior to joining WBE, she worked for the City of Vallejo for two years, gaining valuable insights into the community. Mia is a poised and adaptable problem solver, showcasing an analytical and detail-oriented approach as she expertly juggles multiple tasks and manages responsibilities beyond the ordinary. Her love for working with people and being of service is evident in her seamless integration into the Vallejo office, where her dedication contributes to enhanced efficiency, quality, and overall success at WBE.
Anthony is WBE’s Dispatcher and has a critical role in coordinating and dispatching resources to ensure the seamless execution of projects. Anthony's keen organizational skills and dedication to efficient communication make him an integral part of the WBE team. His commitment to supporting the logistical aspects of traffic control operations contributes to the overall success of WBE Traffic Control Inc. in delivering safe and effective traffic control solutions to clients. Anthony has over a decade of experience in Traffic Control, which allows him to understand both sides of dispatch.
Vallejo Yard Supervisor
Jason Hubbard is the Vallejo Yard Supervisor at WBE Traffic Control Inc. With extensive experience in traffic control, Jason brings a wealth of knowledge to his role. As the Vallejo Yard Supervisor, he plays a pivotal role in coordinating and managing yard activities, contributing to the smooth functioning of traffic control operations. Jason is great at maintaining the fleet and scheduling repairs. He has a commitment to safety and efficiency which ensures that the Vallejo yard operates seamlessly. His expertise and dedication make him an asset to WBE, as he plays a key role in enhancing the effectiveness of traffic control initiatives in the Vallejo area.
Sacramento Yard Supervisor
Alex is the Sacramento Yard Supervisor at WBE Traffic Control Inc. With a background in traffic control, a few years’ worth of managerial experience and an unwavering commitment to operational excellence, Alex brings invaluable experience to his position. He oversees the day-to-day activities at the yard, ensuring the efficient organization and deployment of resources. Alex's dedication to safety and adherence to protocols makes him an integral part of the WBE team, contributing to the success of traffic control operations in the Sacramento region.
Toni joined WBE Traffic Controls in 2022. With over 8 years of accounting experience in the public and construction industry, Toni understands the importance of providing accurate, reliable and relevant financial information for the growth of a company. Prior to construction industry, Toni worked in public accounting where she specialized in the rules and regulations for taxes and audits. Toni has also worked on the operations side of companies and believes that allowing for more reciprocity between accounting and operations can improve efficiency of processes, increase profitability, and strengthen team culture.
With her collaborative nature, problem-solving abilities, and communication skills, she ensures that all accounting procedures are developed, maintained and understood by all. And with her personable attitude, she hopes to also bring some fun and excitement to all the numbers.
Lead Staff Account
Erin is the Lead Staff Accountant and mainly works processing payroll. She has been working with WBE since 2019 and enjoys learning, growing with the company, and working with the WBE team. Her work in payroll means she gets to work with everyone, and the team has a great family atmosphere. Her favorite part of working in the accounting department is celebrating the upgraded dispatches that come in, and the constant change with growth. She is always looking ahead to be the best in the field.
Accounts Receivable Lead
Carlos is the Accounts Receivable Lead at WBE Traffic Control and became an integral part of the WBE family in 2022. With a background of approximately 9 years in the Property Management industry prior to joining WBE and the utilities sector, Carlos brought a wealth of customer service skills, problem-solving acumen, and attention to detail to this new adventure. He passionately embraces his role, expressing love for his job, company, team, and customers. Carlos takes pride in delivering fast and accurate service, showcasing his dedication to both customers and teammates.
Michelle serves as the Accounting Assistant at WBE Traffic Control. Her role involves supporting the financial operations of the company. Michelle contributes her skills to ensure accuracy and efficiency in accounting tasks. With a focus on maintaining financial records and assisting in various financial processes, she plays a crucial role in the smooth functioning of the accounting department at WBE Traffic Control.
Susy is a self-motivated, reliable, and responsible professional known for her hardworking nature. A dedicated team player, she excels in adapting to challenging situations and thrives under pressure while adhering to strict deadlines. Susy brings a valuable set of skills to the table, holding certifications in Excel and Microsoft Word. As a Remote Work Specialist, she exemplifies versatility and a commitment to delivering exceptional results from any location. Susy's proactive and adaptable approach makes her an invaluable asset in navigating the demands of remote work, ensuring efficiency and success in every task she undertakes.
Support Services Director
John Kotter joined WBE Traffic Control in 2020. John brings over 30+ years of extensive knowledge to the company as he held various positions in Fleet Management and Fire Service, including his current role as Director of Support Services & Fleet Management. John’s strong focus on the safety and reliability of our fleet, fosters a culture of safety, innovation, and operational excellence to ensure continuous, uninterrupted service while achieving high customer satisfaction. With his leadership skills he works cohesively with departments in ensuring positive teamwork and best business practices are developed and maintained. He thrives in supporting the rapid expansion of the company, customer growth, and family atmosphere.
Office and Human Resource Manager
Celeste assumed the role of Office and Human Resource Manager at WBE Traffic Control Inc. in early 2023, bringing over 20 years of invaluable experience in office settings. She has worked as a HR manager in both an insurance office and a powerline construction office, which has positioned her well to transition into the traffic control industry. Known for her exceptional team skills, Celeste effortlessly handles diverse challenges with grace. Her extensive background in office management, particularly in human resources and team dynamics, makes her a key contributor to the harmonious and productive atmosphere at WBE Traffic Control Inc.
Safety & HR Assistant
Marcella joined WBE in 2022 and brings a unique blend of academic and practical skills to her role. Currently, she is a dedicated college student pursuing a degree in Psychology. Her interest in HR is complemented by a keen understanding of Psychology, allowing her to foster a safe and collaborative work environment. This is evident in her role, where she utilizes her excellent communication skills to facilitate smooth interactions within the WBE team. As a dynamic addition to the company, Marcella embodies the perfect synergy between academic pursuit and practical application, contributing to both the safety and human resources facets of WBE Traffic Control Inc.
